MEETING NOTICE
A meeting of the Berkshire Regional Planning Commission
will be held on:
Thursday, May 21, 2020 at 7:00 p.m.
This will be a Virtual Meeting on ZOOM as allowed by Massachusetts Governor Charlie
Baker’s Executive Order dated March 12, 2020 suspending certain provision of the Open
Meeting Law, G.L. c.30 sec.20.

Members of the public may offer comments regarding topics which are on the agenda or other
matters which they wish to bring to the Commission’s attention. Comments are limited to no more
than three minutes and are to be directed to the Commission.
III. Delegate and Alternate Issues (7:10-7:15)
Delegates and Alternates may bring up any issue not on the agenda.
IV. Executive Committee Actions from February 6, March 5, April 2, May 7, 2020
Meetings (7:15-7:20)
The actions taken by the Executive Committee on the Commission’s behalf are presented for
discussion
V. Proposed Transportation Improvement Program for FFY 2021-2025 (7:20-7:35)
The updated Transportation Improvement Program for the Berkshires which establishes which
projects will receive the limited federal transportation funds in the region will be before the
Berkshire Metropolitan Planning Organization at its meeting on May 26, 2020. Your discussion
and decision will instruct the BRPC Chair on how to vote at the MPO meeting.

VI. Proposed Transportation Unified Planning Work Program for FFY 2021 (7:35-7:45)
The proposed Unified Planning Work Program for FFY 2021, which establishes the transportation
planning work BRPC staff will be involved in for the coming year, will be presented. Your
discussion and input will instruct the BRPC Chair for the MPO meeting.
VII. Comments of Proposed Changes to the Solar Massachusetts Renewable Target (SMART)
Program Regulations (7:45-8:10)
Recently changes have been proposed to the SMART Program Regulations which govern solar
development. Attached are draft comments. These comments have not yet been considered by
the BRPC Regional Issues Committee which meets May 20th, so comments may change prior to
the meeting.
VIII. Reconsideration of FY 21 Assessment Increase (8:10–8:20)
In January, the Commission voted to increase the community assessment for FY 2021 by 2.5%.
Since January and in response to the COVID-19 crisis, the fiscal outlook of our municipalities for
FY21 has changed significantly. At its May 7, 2021 meeting, the BRPC Executive Committee
discussed and voted to recommend rescinding the 2.5% increase for FY 2021. However, this
action has to be taken by the Full Commission. If the Full Commission votes to rescind the
increase the FY2021 assessment would be the same of the FY 2020.
IX. Adoption of the BRPC FY 2021 Budget (8:20-8:30)
In accordance with the BRPC bylaws BRPC must adopt an annual budget for the coming fiscal
year.
X. Report of the BRPC Nominating Committee – Officers for FY 2020 (8:30-8:35)
BRPC Officers for FY 2021 will be voted on at the first BRPC Full Commission meeting after July
1st. The Nominating Committee will present its proposed slate of officers.
XI. Roundtable Discussion – Trials, Tribulations and Successes of Planning Efforts within the
COVID-19 Crisis (8:35-8:55)
Delegates and Alternates will be asked to share their experiences in trying to carry-on various
planning effects during the COVID-19 crisis.
