The Finance Committee will hold a meeting on Tuesday, April 28th, via Zoom .

Pursuant to Governor Bakerfs March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, 18, and the Governorfs March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the North Adams City Council Finance Committee will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on Zoom meeting https://zoom.us/j/95430921428?pwd=b29lQkNOYytBNFBZQ1pCOVo5SllKUT09

Discussion of Fiscal 21 Budget
Mayor Bernard presented attached power point in regard to the uncertainty of Fiscal 21 budget due to COVID-19.
Councilor Bona asked what are average Room and Meal Tax that well be short on due to COVID-19 essential business regulations reducing these revenue streams. The Mayor stated normally 400k and 225k respectively.
Councilor Harpin indicated the city Auditor sent the March receipts and general ledger report prior to this meeting. The report shows water & sewer is down by $1 million and recommends Administration take into account that citizens will struggle to pay their taxes and fees due to the high unemployment numbers and we should account for it accordingly in the budget.
Mr. Canales indicated there will be a cash flow issue in the beginning of the new fiscal year due to insurance and pensions due in July. Currently, waiting for state legislation to change requirements but may need to borrow to comply.
Mr. Canales also indicated a 5% collection decrease is equal to $1 million.
Mayor Bernard indicated we have two options: first to pass the budget by June 30th or second, to work with a continuing appropriation budget. The latter is a budget that will be approved by Council by month until the FY21 budget is formally adopted.
Mayor Bernard indicated he has been working with near-by towns for shared services.
Councilor Harpin asked if shared services would be something that would impact the FY21 budget? The Mayor responded with no, it will be something for future years.
Mayor Bernard indicated Governor Baker created an Advisory Board for the phased opening of May 18th, and he will be guided by their advisory.
Mayor Bernard and Councilor Harpin both indicated theyve been in contact regarding the budget and timeframe.
Councilor Harpin noted she will send updates or hold meeting based on discussions with Mayor with regular communication every 7-10 days.
