MINUTES

August 12, 2019

Call to order Councilor Lamb called the meeting to order at 5:30 p.m.

City Council members present Eric Buddington, Rebbecca Cohen, Marie T. Harpin, Jason LaForest, Benjamin Lamb,
and Wayne Wilkinson

City Council members absent Keith Bona, Paul Hopkins, and Joshua Moran

Planning Board members present Chairman Michael Leary, Lisa Blackmer, Lynette Ritland Bond, Robert Burdick,
Kyle Hanlon, Kayla Hollins, Brian Miksic, Paul Senecal and Larry Taft

Planning Board members absent

New business

Petition of Colvest/North Adams, LLC to amend the Zoning Map to change the zoning for the properties of 52 Eagle Street and 12 Union Street so that they are in the CB-1 zone.

Chairman Michael Leary opened the hearing to Jeff Grandchamp of Grinnell Partners and Peter LaPointe of Colvest/North Adams, LLC. Mr. Grandchamp presented the zoning request to the City Council and Planning Board and explained that the zones of Union and Eagle Streets are incompatible. The proposed change is in line with what the city will be proposing in the coming weeks. They cannot start approaching potential tenants or other use of the property without knowing the zoning outcome.

Chairman Leary requested questions or comments from the Council. No questions. Chairman Leary requested questions or comments from the Planning Board. Member Senecal inquired about how the parcels are zoned now. Mr. Grandchamp stated that they are currently R-3, I-2 and CB-1. Chairman Leary clarified that the request is to change all three zones to CB-1. Mr. Grandchamp explained that the requested change would be the same as the other corners in that vicinity.

Chairman Leary requested questions or comments from the Planning Board. Member Blackmer inquired about why we are not changing whole section to CB-1. Mr. Grandchamp stated that they would have to speak to Mr. Moresi about that. Member Blackmer clarified that she understood the request, that she was just concerned about the city for the future.

Chairman Leary requested questions or comments from the Council. Councilor Cohen stated that she would like to know how will it affect the property in the future and would like to hear about how that area would change with the proposed changes from the city. Mr. Meranti explained that the change is very much in line with the proposed changes that the city is making. This is just a matter of which will happen first. Mr. Meranti explained that, as the zoning officer, he has no problem with the change as it will be proposed next week in the city changes.

Chairman Leary requested questions from the gallery. No questions. Chairman Leary requested any further questions or comments from the Council or the Planning Board. No further questions.

Chairman Leary requested a motion to close the public hearing. Member Blackmer made a motion to close the hearing. Member Senecal seconded the motion. All in favor. Motion carried.
